The tradition of “Trick or Treat goes back to Medieval Europe when beggars would offer to pray for the souls of the dead on eve of All Saint’s day (1st November). This tradition was suppressed by the protestant Queen Elizabeth I but not entirely – the practice remained in rural areas where it was eventually taken to the New World. Understandably, because of its proximity to Halloween,  the tradition was conflated  in to today’s practice.
